Service Contracts Main Billing Program Picks Up Incorrect X_start_reading After Counter Reset (Doc ID 2968356.1)

Find that 'Service Contracts Main Billing' picks up incorrect X_start_reading after counter reset.

After performing a counter reset the 'Service Contracts Main Billing' program still picks up the counter reading from before the counter reset.

The issue can be reproduced at will with the following steps:
1. Using Install Base user responsibility, perform a counter reset in installed base back to 0.
2. Using service contract manager responsibility, create new billing period in service contract (counter reset is entered before the start of the period).
3. Enter new counter reading to be billed.
4. Run 'Service Contracts Main Billing' in preview and it shows the last counter reading before the counter reset.
