Goal

Why is directory /u01/install/APPS/ empty after shutdown and restart application tier nstance?

Orderly shutdown of instance consisted of starting /u01/install/APPS/EBSapps.env and then running adstpal.sh.

After restart of instance, when attempting to run /u01/install/APPS/EBSapps.env there is no such file or directory. No changes have been made to the instance.
