When upgrading from 12.1 to 12.2, the 12.2.0 upgrade driver fails. ADworker log shows the following error:

Error loading seed data for FND_LOOKUP_TYPE: VIEW_APPSNAME = AR, LOOKUP_TYPE = FOB, ORA-01403: no data found
