CREATION_DATE And CREATED_BY WHO Columns Updated With Incorrect Data In BEN_ENRT_RT Table (Doc ID 2969636.1)

When an enrollment is created in the EBS Benefits system, the rate is instantiated with CREATED_BY and CREATION_DATE columns.
These are part of what is called the WHO Triggers, which give auditing information to the tables.

So the original data includes the current date and user who enrolled.

But later, when the enrollment is updated, it is observed that these original WHO column values are being replaced by what looks to be defaults:

00/00/0000               -987123654

Expected Results:
Expect the original WHO data for created by and creation date to remain intact.

Steps to Replicate:
The issue can be reproduced at will with the following steps:
1. Create an Enrollment. This establishes the original BEN_ENRT_RT row - with CREATED_BY and CREATION_DATE pointing to the original audit values.
2. Now - at a later time, update the enrollment rate, whether in Self Service or PUI.
3. Check the BEN_ENRT_RT table for the WHO column values.
  - See that the update has defaulted the original values of CREATED_BY to -987123654 and the original value of CREATION_DATE to 00/00/0000.
  - So the original data is lost.
