R12: OIE: Oracle Fusion Expenses Mobile App for Android Throws "Error In User Configuration. Sync Procedure Cannot Proceed" (Doc ID 2969766.1)

On : 12.2.11 version, Expenses

When attempting to login to Fusion Expense Mobile Application for Android device , the following error occurs.

"Error in User Configuration. Sync procedure can not proceed"

The issue can be reproduced at will with the following steps:

1. Login for first time, it shows you "Error in User Configuration. Sync procedure can not proceed" and it will EXIT.
2. Next time when logged in error message will not appear and App will try to Sync, but it keeps on Syncing
3. After forcefully closing the App and after re login then issues in step 1 & step 2 no longer appear and App will allow to manually sync and then it works as normal.
