EBS Cloud Manager Provision from Backup Failed While Restoring SPFILE with Error "ORA-19913: unable to decrypt backup , ORA-28365: wallet is not open"

Symptoms
Provisioning the EBS database and application tier from backup using the Oracle EBS Cloud Manager (EBSCM) has failed while restoring spfile.
EBS Cloud Manager version is 22.2.1.2. The source Database is 19c, TDE (Transparent Data Encryption) enabled and the wallet location is in Automatic Storage Management (ASM).
While provisioning, it failed at the step “Create spfile for target database”.
