Symptoms

The issue can be reproduced with the below steps:

1. The requirement is to run the 'Concurrent Program Details Report - XML Publisher' from OAF page with the personalization

2. Added function 'Schedule Requests' available under system administrator to the custom responsibility.

3. Ran the 'Concurrent Program Details Report - XML Publisher' without hiding the 'Propagate Delivery Options' and it is completed successfully.

e. When running the same report i.e. Concurrent Program Details Report - XML Publisher' by hiding the 'Propagate Delivery Options', it fails with the below errors:

oracle.apps.fnd.framework.OAException: java.lang.NullPointerException
