Picking Rules Sometimes Does Not Allocate Item Based On FIFO(First in First out) For Move Order Requisitions (Doc ID 2971035.1)

Picking Rule does not allocate stock based on FIFO Order (orig_date_received / date_received) for the Manual Move Orders when onhand quantity is present in the same locator with different date_received.
1. Inventory > Move Orders > Manual Orders > Create and Approve multiple manual Move Orders for some Items
2. Inventory > Onhand > Material workbench > Review the onhand quantity.
3. Run concurrent "Move Order Pick Slip" Program to allocate the move orders
4. Review Onhand after allocation > See that some old quantity still remains in the warehouse and newer quantity was used up which dishonors the FIFO order
