When attempting to install the OAMWebgate
The OAMWebgate failed with the following error

The issue can be reproduced at will with the following steps:
1. Following Integrating Oracle E-Business Suite Release 12.2 with Oracle Access Manager 12c using Oracle E-Business Suite AccessGate (Doc ID 2339348.1)
2. 3.5.4 Download and install Oracle Access Manager WebGates 11gR2
3. txkrun.pl -script=SetOAMReg -installWebgate=yes -webgatestagedir=<webgate staging directory>
