Unable To Issue RMA From Repair Order Without Validating Against Install Base

The following message is received when clicking the "Process Txn" checkbox on a RMA for a Part Number without a Serial Number:
"Please enter a Serial Number as it is required to process this transaction"
Responsibility: Depot Repair Super User
Navigation: Depot Repair : Repair Orders
Create an RMA in the Receive/Ship tab and enter the following information:
|---> Action type=RMA
|---> Action code = Customer Product
|---> Service Activity=Return for Repair
|---> Enter the part number(product field), price list, return reason code, etc. all other necessary fields.
|---> Do not enter Serial Number or IB Ref Num.
|---> Check the Process Txn Checkbox.
|---> Error Occurs
