Symptoms
Components required quantity calculated incorrectly with scrap & overcompletion.
Job XXXX = 2413 Qty
Operation 20 Scheduled Quantity = 2413 and Completed Quantity = 2225
Component Item1 in operation 20
Quantity Per Assembly = 0.0625
Required calculated as 12.62 which is incorrect
The required quantity for component Item1 should be 13.90625 [2225 * 0.00625]
STEPS

The issue can be reproduced at will with the following example:
1. WIP: Discrete-> Discrete-> Create a Released Discrete Job for 2413 Quantity
2. Push Components Button - no components are shown as issued.
3. Scrap 231 qty
4. Completed 1209 qty
5. Change Job Qty to 2413
5 Scrap 15 qty
6 Completed 729 qty
7 Scrap 46 qty
8 Completed 287 qty
