Goal

When PRC: Transaction Import is run, a pre-approved batch is created with a 'Released' status.  The expectation is for PRC: Transaction Import to create the pre-approved batch in 'Working' status, so that it can be reviewed and released.   How can PRC: Transaction Import create a pre-approved batch in 'Released' status instead of a 'Working' Status?
