Goal

Explanation for reason why PDOI (Purchasing Document Open Interface) does not populate TERMS_ID in PO_LINE_LOCATIONS_ALL table.

Steps
-----
1. Populate data into PO Interface tables including TERMS_ID in PO_LINES_INTERFACE table to create new Quotation
2. Run 'Import Price Catalogs' concurrent program
3. Quotation is successfully created but with null TERMS_ID in PO_LINE_LOCATIONS_ALL table
