Customer Page: Address Line 1 Is Optional and Personalization Is Not Working for Account Create Contact Email Field

Symptoms
In Customer Page, under Account Communication tab, following two issues started appearing after applying patch 30996245:R12.AR.C when creating a new contact.
1. Address Line 1 field was optional.
2. Personalization did not work. Personalization was done to make the Email field mandatory, but when creating a new Account Contact, the system allows to save contact without email id. The system was expected to throw error.
The issue can be reproduced with the following steps:
Responsibility: Receivables Manager
Navigation: Customers > Create/Maintain Customers
- Query up a Customer
- Go to Account > Communication > Account Contacts > Create Contact
- Issue 1 : Address Line 1 field is shown optional under 'Address' section
- Issue 2 : Do not enter E-mail under 'Peron Information' and Save. User is able to save the contact without e-mail even though email id was made mandatory(through Personalization)
