New User Is Unable To Login To OBN (Doc ID 2972783.1)

Goal

After creating a new Admin user in OBN and trying to login with it the system is not allowing user to login. It keeps on giving "Invalid user name or password" error.  After trying to reset the password multiple times it is still not working
