Launch Task Release Concurrent Request errors out when no task is fetched for the entered criteria on the Warehouse Control Board

Errors:

Cause: FDPSTP failed due to ORA-06510: PL/SQL: unhandled user-defined exception
ORA-06512: at "APPS.WMS_WAVE_PLANNING_PVT", line 11393
ORA-06502: PL/SQL: numeric or value error
ORA-06512: at "APPS.WMS_WAVE_PLANNING_PVT", line

Steps:

The issue can be reproduced at will with the following steps:
1. Choose Warehouse Manager Responsibility
2. Navigate to View > Requests > Submit a Single Request
3. Enter Name as "Launch Task Release"
4. Enter the Parameters and Hit Submit and the log file shows the errors mentioned above
