Symptoms

When creating a non-catalog requist requisition the deliver-to-location does not show up in the Deliver-To LOV, but a value defaults from the employee form.

In My Profile, no deliver-to-location shows up in the LOV page.
There is no one time address defined in profile POR: One Time Location.

Steps to reproduce:

1. Creating a non-catalog requisition.
2. At checkout click the Deliver to location LOV
- no rows are returned

or

2. In My Profile click the flashlight for Deliver to Location
- no rows are returned
