Performance Issues With "PN_LEASE_PUB.UPDATE_LEASE" While Amending The Lease (Doc ID 2974008.1)

Symptoms

Poor Performance while using "PN_LEASE_PUB.UPDATE_LEASE" API to make lease level amend

The issue can be reproduced using below steps:

1. Bring up SQLplus session

2. Submit a SQL wrapper utilizing the "PN_LEASE_PUB.UPDATE_LEASE" to add option to an existing lease or update adder rate or update discount rate interest rate.

2. API is having performance issue.
