Workflow Deferred Notification Agent Listener is going down with system deactivated and
the following error occurs in Log

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into EBS Applications
2. Navigate to OAM > Site Map > Service Components
3. Click on “Agent Listener Service” link in "Container" column:
4. Select the Agent Listener Service.
5. Stop & Start.
