Error- "You have insufficient privileges for the current operation" - When Trying to See the Approval History for Requisition in the Buyer Work Center (Doc ID 2974836.1)

Symptoms

When attempting to view the Approval history for requisitions,
the following error occurs.

ERROR
--------------
You have insufficient privileges for the current operation. Please contact your System Administrator.


The issue can be reproduced at will with the following steps.

1. Navigate to Responsibility:  Purchasing Buyer
2. Navigation: Buyer Work Center > Requisitions
3. Query any Requisition  
4. On the requisition header, click on the hyperlink under Status - APPROVED
5. Error occurs - "You have insufficient privileges for the current operation. Please contact your System administrator"
