The ACKNOWLEDGE_PO_008 from Oracle Business Network (OBN) Inbound to Oracle EBS is failing with error message:

Inbound ACKPO for ( PO = 151417 ), (Release no = 0), (Revision no= 0) failed with error : Collaboration Not Found For Application reference ID : 0.

This occurs with first transaction performed in the instance, once there is value of APPLICATION_REFERENCE_ID = 0 in the table CLN_COLL_HIST_HDR then subsequent transactions complete successfully. The XML file is
coming through from OBN, Supplier sends XML inbound to OBN, then comes to EBS XML Gateway. The trading partner is setup for Transaction Type = PO, subtype = ACKNOWLEDGE, that is correct one based on the code:

STEPS

The issue can be reproduced at will with the following steps:
1. Purchasing > Create and Approve PO with acknowledgement required.
2. Approval Process transmits and sends PO outbound to supplier via OBN Outbound.
3. Supplier sends PO Acknowledgement (PO ACK) XML payload back via OBN Inbound.
4. In Oracle Application Gateway (OAG) the inbound PO ACK transaction errors in ECX Inbound logs in the reported error
