Symptoms
ACKNOWLEDGE_PO_008 from OBN to Oracle R12.2.9 is failing with error message:

Inbound ACKPO for ( PO = 151417 ), (Release no = 0), (Revision no= 0) failed with error : Collaboration Not Found For Application reference ID : 0.
This occurs with first transaction performed in the instance, once there is value of APPLICATION_REFERENCE_ID = 0 in the table CLN_COLL_HIST_HDR then subsequent transactions complete successfully. The XML file is
coming through from OBN, Supplier sends XML inbound to OBN, then comes to EBS XML Gateway. The trading partner is setup for Transaction Type = PO, subtype = ACKNOWLEDGE, that is correct one based on the code:
Transaction Type: Choose the transaction type PO-ACKPO-OAG-POACKNOWLEDGE
STEPS

The issue can be reproduced at will with the following steps:
1. Send PO outbound for supplier with Acknowledgement via OBN Outbound
2. Supplier sends PO ACK back via OBN Inbound
3. In OAG the inbound ACK transaction errors in ECX Inbound logs in the reported error
