Error "This Social Security already exists" When Updating Social Security Number (SSN) For The Person (Doc ID 2975127.1)

Symptoms

When attempting to update the Social Security Number (SSN) for an employee
the following error occurs.

ERROR
-----------------------
This Social Security already exists

The issue can be reproduced at will with the following steps:

1. Login application with US HRMS Manager Responsibility 

2. N> Query the person whose SSN need to update > Update SSN > Save

3. Getting above mentioned error.
