Symptoms
When attempting to change the format type of existing value set,
the following error occurs.
STEPS

The issue can be reproduced at will with the following steps:
1. Login to EBS Applications
2. Navigate to system administrator responsibility >Application > values > Set
3. Query for the respective value set and change the format type
