Alternate Name form Errors ORA-200001 :APP-FND-02921 "You do not have access privilege to any operating unit " (Doc ID 2975558.1)

Unable to define the Alternate name and  getting the following error when try to open alternate name form  .

Note : User is not using any Financial module

ERROR

ORA-200001 :APP-FND-02921 "You do not have access privilege to any operating unit .Please check if your profile Mo:Security profile includes any operating unit or profile Mo:operating unit is set

STEPS 

---------------

1-Navigate to OTL developer > Alternate name >define Alternate name getting above error, if click on ok . form is opened but not able to get any value in the element LOV.

2-Navigate to System administrator >profile >system

When try to query for MO: Operating Unit it gives the below error

APP-FND-01436: List of values cannot find any values for you to chose.

3- Followed the steps in Error APP-FND-01436 When Querying MO Profile Options (Doc ID 455367.1) but it did not work

4-followed  Post R12 Concurrent Requests Show APP-FND-02901: You Do Not Have Access Privilege to Any Operating Unit (Doc ID 2322830.1) and then able to set MO: Operating unit profile to  'Non Usable Operating Unit for Multi-Org Conversion'. 

5-Retest ,   still the same error in Alternate name form
