12.2 Expenditure Mass Adjust Functionality Errors With ORA-01403 and ORA-06512

Symptoms
When using the Mass Adjust option and select the adjustment Transfer, this will determine the program "PRC: Adjust Expenditure Items" to end with error.
ORA-01403: no data found
ORA-06512: at "APPS.PA_ADJUSTMENTS", line 8664
The issue can be reproduced at will with the following steps:
1- From a Project Super User Implementation responsibility
2- Go to Expenditure > Expenditure Inquiry
3- Enter the Project Number (and any other filters needed)
4- click on Mass Adjust button > select Transfer
5- will trigger the program "PRC: Adjust Expenditure Items" > which ends in error
