QuickPay Errors: "Assignment Produced A Negative Net For Canada Legislation"

Symptoms
An employee was paid in the past for earnings that need to be recovered by entering a negative amount to the same element. After making the negative entry, QuickPay errors even though the employee has sufficient earnings. The error can be seen in the QuickPay messages or log file of the concurrent process.
The issue can be reproduced at will with the following steps:
From CA HRMS Manager or equivalent responsibility:
1. Enter negative amount for an earnings element entry
Navigate: People > Enter and Maintain > query for employee > Assignments > Entries
2. Run QuickPay and get error
For QuickPay navigate: People > Enter and Maintain > query for employee > Assignments > Others > QuickPay
