Should a Resource Be Replaced by an Alternate Automatically When Creating a Batch? (Doc ID 2976860.1)

Goal

I set up the alternate resource on EBS for production purposes & made sure that the primary resource is not available on EBS at the time the batch is created & released. But still the primary resource hasn't been replaced automatically on batch level when the batch was created.
