Symptoms
Unable to open Performance Management function using Manager Self Service. The Performance Management Page function just spins, and the window does not open.
The issue can be reproduced at will with the following steps:
1. Personalization disabled and custom code turned off
2. Go to Responsibility Manager Self Service
3. Click on Performance Management Function
4. The Performance Management home page should open within a few seconds instead of taking 3 minutes.
