Symptoms

When applying patch 26414583: R12.1 - Patchset for Petty Cash Solution Ukraine the following error occurs:

package /dev13app/apps/apps_st/appl/cle/12.0.0/patch/115/admin/sql/CLE_F089_RSG_V.sql
Could not find any objects to create in package mode.

Unable to process file in PACKAGE mode.

Converting file for Invoker's Rights.
  Source file: /dev13app/apps/apps_st/appl/cle/12.0.0/patch/115/admin/sql/CLE_F089_RSG_V.sql
  Dest file: /dev13app/apps/apps_st/appl/admin/DEV13/out/p001invok.sql
