Symptoms
When services are already started on db-a node, i.e Concurrent Managers running Apache will fail to start on app-a with the following error:
oracle.apps.jtf.base.resources.FrameworkException: IAS Cache initialization failed.
The Distributed Caching System failed to initialize on port: 9562.

Architecture

11.5.9 RAC with Shared Appl Top.
2 x Apps nodes (app-a, app-b)
2 x RAC nodes (db-a) (db-b) which Concurrent Managers.
Changes
Applied JTT E and prerequisites which included AD.I .
Java Distributed Caching was introduced as part of the list of patches associated.
