Symptoms
The Payables Open Interface Import program used to import invoices ends in error. Below error message is noted in the log file:

The issue can be reproduced at will with the following steps:
1. Insert invoices into ap_invoices_interface and ap_invoice_lines_interface using SQL Loader.
2. Login to Oracle Applications and go to Payables responsibility.
3. Navigate to View > Requests > Submit a New Request.
4. Submit Payables Open Interface Import program.
5. It ends in error with above message in the log file.
