Buyer Work Center Error 'You have encountered an unexpected error' While creating Purchase Order java.lang.NullPointerException (Doc ID 2981961.1)

Symptoms

When attempting to create a purchase order from buyer work center, the following error occurs.

ERROR

You have encountered an unexpected error. Please contact your System Administrator for assistance.

Exception details shows the following: 

oracle.apps.fnd.framework.OAException: java.lang.NullPointerException
at oracle.apps.fnd.framework.OAException.wrapperException(OAException.java:912)
at oracle.apps.fnd.framework.webui.OAPageErrorHandler.prepareException(OAPageErrorHandler.java:1232)

The issue can be reproduced at will with the following steps:

1. Navigate to Purchasing responsibility
2. Go to Buyer work center -> Orders.
3. From Order headers summary page, select Create Standard Purchase Order and click on Go.
4. Reported error occurs.
