ACTUAL BEHAVIOR
Custom Hook for PRDS REST API not working for GL Encumbered Date. Defaults GL Encumbeted Date to sysdate for element <GlEncumberedDate>

EXPECTED BEHAVIOR
Expected, PRDS REST API should consider value entered for element <GlEncumberedDate> instead of sysdate.

STEPS
1. Modify the PRDS template and custom hook to support element
2. Enter a value for element <GlEncumberedDate> in <PoReqDistributions> in PRDS custom hook.
3. PRDS REST API defaults GL Encumbeted Date to sysdate for element <GlEncumberedDate>
