Getting Error When Deleting A Postal Code From A Zone and the "Zone Level" Is Getting Removed (Doc ID 2982395.1)

ACTUAL BEHAVIOR

When Deleting Zone Components in Regions and Zones form, the Zone Level getting Null and active Postal Codes in that Setup are giving wrong Transit time while
  scheduling the Sales Orders

EXPECTED BEHAVIOR
-----------------------
Expect the Zone Level to be same as before deletion.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle Applications
2. Go to Order Management Super User Responsibility
3. Navigate to MENUPATH > Setup > Regions and Zones
4. Query for a Zone X which has a Zone Level as Postal Code.
5. Navigate to one of Zone Component and delete the Component and observe that Zone Level becomes Null.
6. if a new Row is added then the Zone Level comes as Postal Code
