Symptoms

Dashboard screen for ECC Developer appears blank in Internet Explorer Browser after Upgrade from V9 to V10

The issue can be reproduced at will with the following steps:

1. Upgrade ECC Version from ECC V9 to ECC V10
2. Login to Ebs Application in Internet Explorer
3. Select ECC Developer Responsibility from Menu
4. Navigate to ECC Developer

 Upgrade to ECC V10
