Data is not visible in Enterprise Command Centre Charges Dashboard

The issue can be reproduced at will with the following steps:
1. Navigate to Service Responsibility

2. Run the Program Service Command Center Data Load with full load

3. Navigate to Customer support specialist Responsibility

4. Go to Agent Dashboard -> Charges Dashboard
