In Project Enabled Organizations Cross-Organization Onhand Query Is Not Showing Locator Segments (Doc ID 2982688.1)

Symptoms

While querying an item's onhand across organizations (by removing the organization value from the LOV in the form), see that some of the results show missing the locator segments (empty locator field on the results grid).
If the same item's onhand is queried within the specific organization, the locator segments are shown correctly (correct locator segments and project and task segments displayed).


--STEPS TO REPRODUCE--
1. Navigate to Inventory > Onhand > Ohand Quantities form in organization
2. Remove the organization value in the form and enter the item name
3. Submit the query and see the missing/empty locators in the results
