How to Enable The Recommendations Button In Technician Portal? (Doc ID 2984815.1)

According to Oracle Depot Repair Release Notes for Release 12.2.9 (Doc ID 2563504.1), the Service Order page (HvrRepairMainPG.xml) has been enhanced to include the Recommendations button.  The Recommendations button is hidden by default and needs to be personalized to appear on the Technician Portal. How to enable it?
