R12: OIE: Attachments Added Via API to Expense Report Becomes Unviewable After Expense Report Export Concurrent is Run (Doc ID 2985490.1)

Symptoms

Issue is with expense report attachments in IExpense.
Images are stored in WebCenter.
Using API to attach images to Expense report.
APIs used to make the attachments;
fnd_documents_pkg.insert_row
fnd_attached_documents_pkg.insert_row
Expense report attachments are attached to the expense report, and they exist in FND_DOCUMENTS

After running the Expense Report Export process, attachments no longer become available in the expense report.

When performing the attachments via the Expense Entry OAF page, the attachments can still be seen after Expense Report Export process is run.

Steps:
1. Store images in WebCeneter.
2. Call APIs fnd_documents_pkg.insert_row and fnd_attached_documents_pkg.insert_row to have the images attached to the Expense Report.
3. Process the expense report so it’s ready to be transferred to Payables.
4. Run the Expense Report Export concurrent process.
5. Open the expense report and it no longer shows as having an attachment.
