R12: GL: Excel Crashes When Budget Wizard Document Created With Both Budgets and Actuals

Symptoms
When the 'BNE:Enable OOXML Standard' Profile is enabled and a Budgets document is generated containing both Budgets and Actuals,
and the document is saved with the Actuals sheet set as the active sheet, upon reopening the document, Excel crashes.
The issue may be reproduced at will with the following steps:
1. Login with General Ledger (GL) responsibility.
2. Navigate to Budgets > Launch Budget Wizard.
3. Enter valid budget parameters, then click Create Document.
4. Excel opens. After clicking to Enable Editing, Excel hangs and does not complete the download and closes automatically.
