On the Project Funding Inquiry (PAXINVPF) form, the user is unable to baseline the project funding as clicking on Baseline button nothing occurs.
This is causing issue in booking revenue and period close.

The FND Log output displays in the MESSAGE_TEXT and ERRORSTACK columns the following errors:

In exception of create_line - ORA-01403: no data found

ORA-01403: no data found
ORA-06512: at "APPS.PA_BASELINE_FUNDING_PKG", line 272

Step to reproduce:

1. From projects responsibility, navigate to Billing > Funding Inquiry
2. Find project and click on Baseline funding button. Nothing occurs.
