Add Customer Feature within Sales Order Form Allows To Create New Ship To Address Using Exsisting Location (Doc ID 2986083.1)

While using "Add Customer" feature within a sales order form, application allows the creation of a site with an existing location.

This leads to data redundancy and potential operational challenges.

The issue can be reproduced at will with the following steps:
1. Login in Via Order management super user responsibility.
2. Sales Order > Enter customer details .
3. On Ship To > Actions>Add Customer
4.Create new Ship To Address
5.On the location enter already existing location
6. Create
7 New Ship To is created with same location that is already in system


 upgraded from 12.1.3 to 12.2.11
