Symptoms
When attempting to create a sales order header,
the following error occurs on the sales order form.
Error: APP-FND-01728: An assignment does not exist for these parameters.
Cause: An attempt was made to find a sequence for this document flexfield
The profile options says Sequential Numbering is only partially used.
Action: None is necessary unless you expected this document flexfield to have a sequence defined
in Package OE_Header_Util Procedure Get_Order_Number
User-Defined Exception in Package OE_Header_Util Procedure Pre_Write_Process

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Attempt to create a new sales order header and above error is shown on the form when saving.
