Symptoms

There is a performance Issue in Financial Planning Resource page while adding a row the Planning Resources takes over 3 minutes to populate.
The query that is causing the performance issue is found in page diagnostics trace with view FpEditPlanResourcesVO:


Steps To Reproduce:

  1. Responsibility: Project Super User Responsibility
  2. Navigation: Navigate to Project: Delivery->Search Project ->Financial->Budget and Forecast->select Plan type ->select maintain Version-> Current version
  3. Use the green plus to add a row -> then add task, list populates fine and then Resource list takes 3 minutes to load resources for selection
