Symptoms

Using position hierarchies. No setup changes.

User has unlimited authority.
- Enter Requisition Line - Non Catalog Request.
- Add to Cart.
- Proceed to Checkout until arriving at the Approval List page.

The message shows up during checkout:

Error - You do not have the authority to approve this requisition and an
Approval List was not created automatically. Please contact your system
administrator.

Oracle Approvals Management (OAM) is not being used.
