Performance Issue when Submitting or Accepting A Manual Termination Quote

Symptoms
Find that there is performance issue when submitting or accepting a manual termination quote. The quote page hangs for 10 - 40 minutes when submitting a manual quote for approval or accepting a manual quote.
When doing the same for quotes that are not manual, the process completes almost immediately.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using lease super user responsibility, navigate to asset management and create a termination quote of type Termination - Manual Without Purchase.
2. Submit the quote for approval once created. It will hang for a while, then eventually refresh to indicate it was submitted or approved based on the approval setups.
3. If you then accept the quote it will also hang for about the same length of time.
