Symptoms
In 12.1.3, creation of Plant Resource records did not require that Quality Parameters be set up, only that Product Development parameters be set up.
In 12.2.12, if you do not have a Quality Parameter record for a specific org,
when attempting to save Plant Resources in that organization,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Responsibility - Process Engineer > Setup > Plant Resources
2. Enter data and try to save
