Symptoms
When attempting to assign ECC Developer responsibility to the user,
below error can be seen in the Forms User Interface (UI):

Oracle error -20001: ORA-20001: APP-FND-01971: Error in FND_USER_RESP_GROUPS_API.Insert_Assignment: Cannot insert this row because there is already a direct assignment of the user ECC_DISCOVERY to the role FND_RESP|FND|ECC_DEVELOPER_RESP|STANDARD in the workflow User/Role tables has been detected in FND_USER_RESP_GROUPS_API.INSERT_ASSIGNMENT.

1. Login as System Administrator
2. Navigate to Forms > Security > User > Define
3. Query for ECC_DISCOVERY User
4. Try to add\assign ECC Developer as Direct Responsibility
