On : 12.2.4 version, Workflow Mailer

Unable to open any attachment from user worklist. By utilizing "https" instead of "http" in the download URL, we can successfully retrieve the file.

Changes

 Upgraded database 11g to 19c and migrated EBS R12.2.4 application and database to OCI
