R12:XTR:Transaction is Incomplete in Revaluations Details Window and "Authorize" Button is Disabled (Doc ID 2988280.1)

Symptoms

User is not able to authorize the transactions in Revaluations Details window.
The "Authorize" button is Disabled and "Incomplete" checkbox is checked, user is not able to un-check this check-box.

The issue can be reproduced with following the below steps:
1.Navigate to Treasury Responsibility
2.Click on Accounting > Revaluation
3.On the Revaluation Details window > Query the Company Name and Period
4.The "Incomplete" checkbox is checked and "Authorize" button is disabled.
